However, this year, the area under rapeseed has decreased compared to 2019 due to dry weather, recalls Mikhail Maltsev, executive director of the Fat and Oil Union. “Even if this year it is possible to get the yield at the level of last year, the final gross rapeseed harvest will be lower,” he told Agroinvestor . According to Rosstat , for the 2020 harvest, rapeseed was sown by 1.49 million hectares – 68.5 thousand hectares less than a year earlier. Last year, all farms harvested about 2.2 million tons of rapeseed.

 

ProZern’s July forecast for the rapeseed harvest is a little over 2 million tons, but in the near future it will be corrected, says Petrichenko, but in which direction it will become clear a little later, when harvesting in Siberia begins. According to the analytical center ” SovEkon “, the rapeseed harvest will amount to 2.1 million tons – despite a decrease in agricultural crops, the yield this year is higher than in 2019. “The state of crops from region to region is not uniform. In the center it is quite good, in the Volga region it is average, but in Siberia, which has become the leader in areas occupied by rapeseed, the state of the crops is very poor, – says the director of SovEkon Andrey Sizov. “Accordingly, the average yield will continue to fall.”

 

According to Petrichenko, world prices for rapeseed are now not bad, as the EU is expected to decrease its production due to the drought. This factor is likely to stimulate producers to export oilseeds to foreign markets.

The Oil and Fat Union fears that Russian processors will eventually not receive enough raw materials to meet their needs. “According to our forecasts, in the new agricultural year, the volume of rapeseed exports may reach up to 750 thousand tons, which will lead to a significant underutilization of refining capacities within the country and the shutdown of export-oriented oil-extracting enterprises in May 2021,” Maltsev warns. He believes that this may result in non-fulfillment of the indicators of the federal project “Export of agricultural products” for fat and oil products, a decrease in tax payments to the budgets of all levels and a drop in the level of income of workers of oil-extracting enterprises.

 

Earlier it became known that the Oil and Fat Union proposed to impose a restriction on the export of sunflower and rapeseed outside the EAEU starting from September 1 for up to four years. Both a complete ban on exports and the establishment of a quota are likely.
