The RF government approved a draft law “On the seed production».
Its main goal is to create all the necessary conditions for the effective development of the seed market in Russia.
The government has approved and decided to submit to the State Duma a draft law “On the Seed Production”, which is aimed at developing the seed market in Russia, the press service of the Cabinet of Ministers reports. The draft law was developed by the Ministry of Agriculture. The new version of the law, presented on February 17, 2021 by Prime Minister Mikhail Mishustin, defines the basic concepts and regulates the main processes related to the production, sale and storage of seeds, and also provides for the establishment of by-laws defining the requirements for the quality of seed material.
The document, in particular, provides for the creation of a federal state information system in the field of seed production of agricultural plants. Thanks to this digital resource, agricultural producers will be able to get information about the availability of high-quality seed material with specified characteristics on the market, as well as find out whether these seeds are suitable for reproduction in specific conditions. The procedure for including new varieties in the state register of breeding achievements has also been clarified, according to which each variety will have to pass tests taking into account regional specifics. Mishustin noted that this is an important document for the agro-industrial sector of the country. “Good harvests and, of course, the profitability of many farms depend on the seed material,” – he highlighted.
